'Bhavishya' - A Revolution in Pension Processing for Central Government Employees The Department of Pension & Pensioners' Welfare (DOPPW) has recently launched 'Bhavishya', a centralized pension processing software aimed at addressing challenges like delays, clerical errors, and financial losses in pension processing for central government employees.

Key Features and Benefits of Bhavishya:

  1. Centralized Processing Platform:
    • 'Bhavishya' provides a centralized system for pension processing across all central government Ministries and Departments. It has become mandatory for all central ministries, with 99 ministries and departments already onboard.
  2. Automation and Efficiency:
    • Automatic Registration: Retirees are automatically registered in the system with pre-filled data, simplifying the process and reducing manual entry errors.
    • Auto-Calculation: The software auto-calculates retirement benefits, ensuring accuracy and reducing human errors in computation.
    • Strict Timelines: Bhavishya enforces clear timelines for pension processing, promoting transparency and accountability.
  3. Transparency and Accountability:
    • Real-Time Updates: Stakeholders, including pensioners, receive real-time updates via email or SMS notifications regarding the status of their pension processing.
    • Timely Identification of Delays: The system makes it easy to identify any delays in pension processing, ensuring that they are addressed promptly.
  4. Paperless Process:
    • Electronic Pension Payment Orders (ePPO): Bhavishya is integrated with the Public Financial Management System (PFMS), facilitating the issuance of electronic PPOs, thereby eliminating the need for paper-based documents.
    • Digilocker Integration: Pension Payment Orders (PPOs) are stored digitally in Digilocker, ensuring secure, easy access for pensioners.
  5. Post-Retirement Services Integration:
    • Integration with Banks: The system is integrated with banks to facilitate smooth post-retirement services for pensioners.
    • Pensioners' Identity Cards: Through Bhavishya, Pensioners' Identity Cards are issued, adding an extra layer of ease and efficiency for pensioners.
  6. Mandatory Adoption:
    • The system is mandatory for all central ministries, ensuring uniformity and streamlining pension processing across the entire central government.
  7. Awards and Recognition:
    • Bhavishya ranked 3rd in the National e-Governance Service Delivery Assessment (NeSDA), 2021, showcasing its effectiveness in improving public service delivery.
