What is CITIIS 2.0?

• Full Form: City Investments to Innovate, Integrate and Sustain (CITIIS).
• A component of the Smart Cities Mission (SCM), designed to enhance urban infrastructure with a focus on integrated waste management and climate-oriented reform actions.
• Operates from 2023 to 2027, leveraging the experiences of CITIIS 1.0 (launched in 2018).

1. Sustainable Mobility: Encourage eco-friendly and efficient urban transportation.
2. Public Open Spaces: Develop and enhance accessible and sustainable public areas.
3. Urban E-Governance and ICT: Use technology to improve governance and service delivery.
4. Social and Organisational Innovation for Low-Income Settlements: Innovate urban solutions for vulnerable communities.

• Circular Economy: Promote city-level projects focusing on integrated waste management.
• Climate-Oriented Actions: Foster climate reforms at the State level.
• Institutional Strengthening: Support urban management and knowledge dissemination at the National level.

1. Builds on CITIIS 1.0:
   • Supported 12 city-level projects selected competitively.
   • Capacity-building in Odisha.
   • Integrated urban management at the national level via the National Institute of Urban Affairs (NIUA).
2. Funding:
   • Funded through loans from AFD (French Development Agency) and KfW (German Development Bank).
   • Includes a technical assistance grant from the European Union (EU).

1. City-Level Support:
   • Financial and technical aid to up to 18 Smart Cities for projects focusing on integrated waste management and circular economy.
2. State-Level Climate Actions:
   • Support to States/Union Territories for reform actions targeting climate resilience.
3. National-Level Interventions:
   • Activities to scale up integrated waste management across cities and towns.

• Climate Action: Supplements India’s National Missions like:
  • National Mission on Sustainable Habitat
  • AMRUT 2.0
  • Swachh Bharat Mission 2.0
  • Smart Cities Mission
• Global Commitments: Contributes to India’s Intended Nationally Determined Contributions (INDCs) and commitments under COP26.
• Sustainability and Inclusivity: Drives sustainable urban development while addressing the needs of low-income communities.

1. Atal Mission for Urban Rejuvenation and Urban Transformation (AMRUT): Focuses on water supply, sewerage, and non-motorized transport.
2. Pradhan Mantri Awas Yojana-Urban (PMAY-U): Promotes affordable housing.
3. Integrated Command and Control Centres (ICCCs): Improves urban governance and infrastructure management.
4. Climate Smart Cities Assessment Framework 2.0: Evaluates climate resilience of urban areas.
5. TULIP (The Urban Learning Internship Program): Provides skill-building internships for youth in urban management.
