Ministry of Environment, Forest & Climate Change notified Environment Protection (End-of Life Vehicles) Rules, 2025

Notified under the Environmental Protection Act, 1986, the new regulations will take effect on April 1, 2025.End-of-Life Vehicles (EoLV) are defined as vehicles that are no longer validly registered, deemed unfit through Automated Fitness Centres, or have had their registration canceled.

Key Points:

  • Scope: These regulations apply to vehicle producers, registered vehicle owners, Registered Vehicle Scrapping Facilities (RVSF), automated testing stations, and other entities involved in the assessment, handling, processing, and scrapping of EoLVs.
  • Exemptions: The rules do not apply to:
    • Waste batteries covered by the Battery Waste Management Rules, 2022.
    • Plastic packaging governed by the Plastic Waste Management Rules, 2016.
    • Waste tyres and used oils under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.
    • E-waste managed under the E-Waste (Management) Rules, 2022.
Producer's Obligations:
  • Producers must comply with Extended Producer Responsibility (EPR) by purchasing EPR certificates from their own RVSF or from any other certified RVSF.
  • EPR Certificate: Issued by the Central Pollution Control Board (CPCB) through a centralized online platform in favor of the RVSF.
Registered Owners and Bulk Consumers’ Duties:
  • Owners must deposit their EoLV at designated collection centers, sales outlets, or RVSFs within 180 days of the vehicle being deemed unfit for use.
Implementation Oversight:
  • An Implementation Committee has been set up by the Central Government, chaired by the CPCB Chairman, to ensure the effective enforcement of these regulations.
