National Livestock Mission (NLM) Operational Guidelines 2.0

The Ministry of Fisheries, Animal Husbandry & Dairying (FAHD) has issued updated guidelines for the National Livestock Mission (NLM), managed by the Department of Animal Husbandry & Dairying since 2014-15. Revised in FY 2021-22, NLM 2.0 aligns with current industry demands.

Key Features of NLM 2.0

  • Objective: Promote entrepreneurship, enhance per-animal productivity, and increase production of meat, milk (including goat, camel, sheep, and donkey milk), eggs, and wool.
  • Components:
    • Breed Improvement
    • Feed and Fodder Development
    • Innovation and Knowledge Extension
  • Funding: Includes centrally sponsored and central financial assistance components.
Livestock Sector Highlights
  • India has the largest livestock population globally.
  • It leads in milk production, ranks second in eggs, and fifth in meat production worldwide.
  • Livestock's share in agriculture and allied sectors’ Gross Value Added (GVA) rose from 24.38% in 2014-15 to 30.23% in 2022-23 (current prices).
Other Key Government Initiatives in the Sector
  1. Rashtriya Gokul Mission (RGM): Focuses on the conservation and development of indigenous cattle breeds to enhance milk productivity.
  2. National Animal Disease Control Programme (NADCP): Aims to eradicate Foot and Mouth Disease (FMD) and Brucellosis by 2030.
  3. Dairy Development Programmes:
    • Dairy Processing and Infrastructure Development Fund (DIDF): Supports dairy infrastructure modernization.
    • National Programme for Dairy Development (NPDD): Enhances milk production, procurement, and processing facilities.
  4. Fisheries and Aquaculture Infrastructure Development Fund (FIDF): Encourages infrastructure for aquaculture and fisheries.
  5. Kisan Credit Card (KCC) for Animal Husbandry and Fisheries: Provides credit access for livestock and fish farmers.
