One Nation One Subscription

The Union Cabinet has recently approved the One Nation One Subscription (ONOS) scheme, a groundbreaking initiative aimed at providing nationwide access to scholarly research articles and academic journals. This scheme is designed to democratize access to high-quality academic content for students, researchers, and institutions across India, with a special focus on those in tier-2 and tier-3 cities.

Key Features of the ONOS Scheme:

  • Coordinated by INFLIBNET: The Information and Library Network (INFLIBNET), an autonomous inter-university center under the University Grants Commission (UGC), will oversee the implementation of the scheme. INFLIBNET’s role will be pivotal in ensuring smooth access to academic resources across the country.
  • Expanding Access: Traditionally, academic publishing follows a "pay to read" model, where libraries and institutions pay substantial fees to access research articles and journals. ONOS seeks to shift this paradigm by providing free, broad access to scholarly content.
  • Access to High-Impact Journals: The ONOS scheme will offer access to over 13,000 high-impact journals from 30 leading international publishers. This will significantly enhance the availability of academic resources for students and researchers across the country.
  • Beneficiaries: The initiative is aimed at over 6,300 institutions, benefiting approximately 1.8 crore students, faculty members, and researchers. This wide-reaching effort will greatly enhance the academic ecosystem in India, particularly for those institutions that traditionally struggle to afford expensive subscription fees for international journals.
  • Boost to India's Global Research Presence: By improving access to international journals, ONOS will contribute to increasing India's visibility and participation in the global research community. It will enable Indian researchers to access the latest global research, thus fostering a more competitive and collaborative academic environment.

The ONOS scheme will run for three years, making a transformative impact on academic research access in India. It aligns with the country’s broader goals of increasing research output, enhancing educational quality, and ensuring equitable access to knowledge for all.
