The PM-DevINE Scheme, launched in the Union Budget 2022-23, aims to accelerate comprehensive development in the North East Region (NER). Recently, it was reported that 35 projects worth Rs. 4857.11 crore have been approved under this scheme, which includes seven initiatives announced in the Union Budget 2022-23.
What is the PM-DevINE Scheme?
Overview:
The PM-DevINE is a central sector initiative introduced with the goal of fostering rapid and sustainable development in the North East Region. Approved by the Cabinet on October 12, 2022, it has a financial allocation of Rs. 6600 crore for the period between 2022-23 and 2025-26.
Implementation:
The Ministry of Development of the North Eastern Region (MDoNER) oversees the scheme, ensuring the effective allocation of resources and coordinated execution of development projects tailored to the region's unique needs.
Focus on Infrastructure Development:
The scheme emphasizes the creation of cohesive infrastructure across the region, with 17 infrastructure projects worth Rs. 2806.65 crore already approved. These projects align with the PM GatiShakti initiative, promoting seamless connectivity within the region. It also prioritizes funding for projects that address critical social issues, improve residents' quality of life, and provide sustainable livelihood opportunities for youth and women.
Target Areas:
The scheme aims to reduce developmental gaps in sectors not covered by other programs, thereby ensuring balanced growth across the region.
Achievements under PM-DevINE:
- Project Approvals: A total of 35 projects worth Rs. 4857.11 crore have been sanctioned, including cancer care facilities, university infrastructure upgrades, and radiation oncology centers.
- Connectivity Improvements: New roads and infrastructure projects have improved access to remote villages, significantly reducing travel time and boosting local economies.
- Water Supply Enhancements: Smart water supply projects have provided integrated drinking water systems, benefiting over 1 lakh residents.
Ineligible Projects:
The scheme excludes projects related to Direct Benefit Transfers (DBT), those offering long-term individual benefits, and projects related to administrative buildings or government offices, or those already covered by other MDoNER schemes or listed in the Negative List.
Other Development Initiatives in the North East:Infrastructure Development:- Bharatmala Pariyojana and Kaladan Multi-Modal Transit Project improve regional and international connectivity, promoting trade.

Agriculture and Environmental Sustainability:- The National Bamboo Mission promotes the sustainable use of bamboo.
- NE-RACE (North Eastern Region Agri-Commodity e-Connect) connects farmers to global markets, enhancing their income.
Digital and Technological Innovation:- Digital North East Vision 2022 focuses on transforming the region through digital technologies.
- NEST (North East Science and Technology Cluster) encourages grassroots innovation and eco-friendly technologies.
Tourism and Cultural Growth:- The Swadesh Darshan Scheme develops tourism circuits to showcase the region's natural beauty and cultural heritage.
- Festivals like Hornbill and Pang Lhabsol, as well as the Ashtalakshmi Mahotsav, promote regional traditions and local entrepreneurship.
