Pradhan Mantri Awas Yojana-Urban

The Pradhan Mantri Awas Yojana – Urban (PMAY-U) is a flagship housing initiative launched by the Ministry of Housing and Urban Affairs (MoHUA) to ensure affordable housing for all urban households in India.


Overview
  • Objective: Achieve Housing for All by 2022 by providing affordable housing with interest subsidies.
  • Target Beneficiaries:
    • Economically Weaker Section (EWS): Annual family income up to ₹3,00,000.
    • Low-Income Group (LIG): Annual family income up to ₹6,00,000.
    • Middle-Income Groups (MIG I & II): Annual family income up to ₹18,00,000.
    • Focuses on urban poor, slum dwellers, and families lacking adequate housing.

Four Verticals of PMAY-U
  1. In-Situ Slum Redevelopment (ISSR):
    • Utilizes "land as a resource" to redevelop slums with private sector participation.
    • Focus: Providing new housing for slum dwellers.
  2. Affordable Housing through Credit Linked Subsidy Scheme (CLSS):
    • Interest subsidies offered to homebuyers in EWS, LIG, and MIG categories:
      • 6.5% for loans up to ₹6 lakh.
      • 4% for loans up to ₹9 lakh.
      • 3% for loans up to ₹12 lakh.
    • Benefits extended for new constructions, purchases, or house enhancements.
  3. Affordable Housing through Partnership (AHP):
    • Projects with 35% of houses allocated for the EWS category qualify for Central Assistance.
    • Focus: Collaboration between government and private entities.
  4. Beneficiary-led Individual House Construction (BLC):
    • Central assistance of up to ₹1.5 lakh per EWS family for self-construction or enhancement.

Key Features
  1. Demand-Driven Approach:
    • Housing shortages determined through state/UT-level demand assessments.
    • Strengthens cooperative federalism.
  2. Funding Mechanism:
    • Centrally Sponsored Scheme (CSS): Funding shared by the Union and State Governments.
    • Central Sector Scheme (CLSS): Entirely funded by the Central Government.
  3. Geotagging:
    • Mandatory geotagging of houses built under PMAY-U using ISRO's Bhuvan HFA application.
  4. Women Empowerment:
    • Promotes ownership in women’s names (or joint ownership).
    • Preference for widows, single women, SC/ST, minorities, persons with disabilities, and transgender individuals.

Major Initiatives
  1. Affordable Rental Housing Complexes (ARHCs):
    • Sub-scheme for urban migrants/poor working in industrial and informal sectors.
    • Provides dignified rental housing near workplaces.
  2. Global Housing Technology Challenge:
    • Mainstreams eco-friendly, disaster-resilient, and innovative construction technologies.
  3. CLSS Awas Portal (CLAP):
    • Centralized platform integrating all stakeholders to process and track subsidy applications.
