Vision SAGAR

Vision SAGAR (Security and Growth for All in the Region) is a geopolitical framework outlined by Indian Prime Minister Narendra Modi to enhance maritime cooperation in the Indian Ocean Region (IOR).

The vision was first articulated in a 2015 speech to the Indian Ocean Rim Association (IORA), where Prime Minister Modi emphasized the importance of advancing regional cooperation and using India's capabilities for the collective benefit of all nations in the region. Although India has not officially published a formal report or detailed outline for Vision SAGAR, it has been referenced in various speeches and forums.

In June 2019, Prime Minister Modi described the SAGAR doctrine as a "blueprint for cooperation" during his address to the Maldivian Parliament.

The core principles of the SAGAR doctrine include:

  1. Maritime Security – Ensuring the safety of shipping lanes and combating maritime threats.
  2. Maritime Cooperation – Strengthening collaboration among nations to foster regional peace and stability.
  3. Economic Cooperation – Enhancing trade, investment, and economic linkages between nations.
  4. Capacity Building – Assisting regional countries in developing maritime capabilities and infrastructure.
  5. Sustainable Development – Promoting environmentally responsible and economically sustainable maritime practices.
  6. Collective Action – Encouraging coordinated efforts to address challenges in the Indian Ocean region.
Vision SAGAR aims to foster a secure, prosperous, and collaborative maritime environment, positioning India as a leader in shaping regional geopolitics and promoting peace in the Indian Ocean.
